Frame Question

Ok folks, I have another major problem, I thought I bent my frame back good enough to put everything back on, but it turns out after I put the fenders on and the radiator support, the left side of my frame (drivers side) is indeed lower than my right side...thus making it easy for me to conclude that my bumper won't go on straight because of this imperfection...what should I do? get another frame? or I heard that you must cut the frame to install a roll pan on the front, is this true? any and all help is appreciated. thanks!
