Dwell angle on 350 SB

My 69 350 SB engine was running a little rough, so I checked the plugs and they looked normal. I then tried to adjust the dwell angle. My shop manual says it should be between 29-31 degrees. I could only get it down to 34 degrees. If I adjusted the points either way, it would go up & over 40. Does this mean my points are worn? I also checked the timing and it was at 2 degrees BTDC. My manual doesn't list the correct timing specs, it says to look at the Vehicle Emission Control Information label in the engine compartment...well, my label is long gone. Anyone know the correct timing for my engine? I still have the original smog pump hooked up.
