Transmission issues?

Its a th400, i have installed a new converter, street/strip shift kit, new seals, and filter. the converter is a acc 2400-2800 stall. I dont have the kickdown wires hooked up and the vacuum module is hooked to the intake manifold behind the carb. The issue im having is sluggish acceleration. I have get the engine to 4k rpm to really get it moving, but its still nothing spectacular. The reverse seems to be ok however because its responsive to the throttle. It does shift, but the shifts are anything from stout. Also if i step on the brakes and mash the gas it will power brake just fine and shift. And when the transmissions warms a bit it runs better. So I dont know where to go from here... thoughts?
