question about van rallies

I would like to run rally wheels and have been thinking about the van wheels for the front. http://baltimore.craigslist.org/pts/1151377952.html

I searched the site and found in a thread that they should have 3" backspacing. I'm not good with wheels and backspacing so I guess what I was wondering is will they sit far in the fender or will they still be near the edge

Also if the wheel is 6.5" wide with 3" backspacing does that mean I can measure 3.5" from face of rotor and that is where the edge of the rim should be? Thanks for the help
