Hood Repair

So, The truck I bought has a lot of surface rust...basically the whole hood. When driving it home from purchase, I noticed the hood vibrating a bit much sometimes, and upon opening the hood, I notice the foam backing for the hood supports is pretty much toast....

Can this be repaired / replaced? How? New Foam gasket needed? I want to fix it before painting as I would imagine the vibration would ruin the paint much faster.
