Removed my carpet and guess what I found

Rust!!!

I had noticed a small hole in the area by the sill plate at the driver's front, didn't go all the way through and didn't know how extensive it was either. I removed the carpet to prepare for the heat/sound deadening that should be showing up next week. Found hard nasty padding and styrafoam type stuff under it with lots of surface rust under that. The right kickpanel even has a hole through it to the vent area at the base.

So, seeing as how it's mainly surface rust I figured the best idea would be to try to knock most of it down with a grinder or sander. Then get some por15 or equivilant and go over it before installing the sound deadener over that.

Question is, good idea? And how much will I need to do the area from the front seat mount holes forward. Or would it be better to do the entire floor board while I'm at it and how much more would it take? Thanks
