Ralley wheel measurements

I have a set of ralley wheels that measure 9 inches from lip to lip. When people are referring to an 8 inch ralley wheel do they actually measure 9 inches like these do? I am afraid it is a little too much wheel in the front for my bagged truck and I am thinking about going with less rim width. I just want to make sure I get the right ones. If an 8 inch ralley actually measures 8 inches I will go with some of those for the front, or a 7 inch rim.

Here is a picture of my wheels back from the powder coater. I really like the way they turned out, they are mounted with a 245/60/15. I should have my center caps back from the chromer next week.
