Front wheel bearing seal question

Installing new front wheel bearings and installed the seal. Once installed the seal is not flush with the hub and sticks up about 1/16". I checked the part # (National 9015S) and it is the correct seal for my truck which is a 69 C10. I have installed seals on several vehicles and always tapped them in until they were flush. Any ideas what is wrong here or are they supposed to stick up a bit?
