Torsion bar question on 4wd

I have a 99 chev 1/2 4wd w/ 170,000 on clock. I was getting ready to raise it about an inch in the front with the torsion bar adjuster and the driver side is already maxed out and the truck is at normal "z" height. I did have some work done on the front end about a year ago and they had the torsion bars out. Is there any reason one side is maxed out and the other about in the middle of its adjustment? Torsion bar weaken? Bar can only be indexed 60 degrees? I don't understand this one and need some help! Thanks in advance, dkf

ps I was wanting to raise it a little before I put new tires on and aligned it.
