Need Opinions

I finally got my '67 on the road. The PO had lowered it with drop spindles in the front and leafs in the back with a c-notch. In the first couple hundred miles I found that the front tires were rubbing on the inner fender wells. To fix this I put smaller rubber on the front and the tires don't rub any more. Now though my headers rub the ground whenever I go over a hump in the road. The headers are the long hooker headers that go lower that the frame. In your opinions is it better to bag the front, change the headers or both?
