what is this hole?

i am about to fire up the motor for the first time and was under the truck checking everything out. I came across a hole under the fuel pump housing on the block. Does this hole need to be plugged? Or does it serve a purpose?
I posted a picture of the motor when it was out of the truck. Sorry for the poor picture, but i know you guys will have an answer for this one. Thanks
