'67 shoulder belts-is this really how they are?

Again with that ex-military '67 short step I have-I guess this is because of the military thing, but it has shoulder belts:



I decided to get them stripped out and out of the weather (no glass left in the cab). It turned into quite a project-I had to take the seat out to get to the inner bolts, plus I wanted to see if a build sheet survived (no luck, but I did find what remained of the protecto-plate and warrenty booklet-completely water logged) I didn't even recognize it until the protectoplate fell out of it. Anyway, I got the seat out and all and was kinda shocked to see how these belts were to be used:





I guess you had to click the lap belt into one latch end, and then click the shoulder belt into the other latch end. This don't seem very user-friendly. I'm glad a better way was invented. Is that right? Or am I missing something?
