Blazer Structure or Support Below Floor Pan

Gentlemen,

I know of a blazer where it appears the "support" metal, which is located below the floor pan on the driver side and the passenger side that runs form firewall area to front of the wheel tub, has been cut out to possibly make room to repair rocker or floor pans. You any of you seen such? If so, how were repairs made?
