D60 shimmy/tie rod torque?

I have a D60 front end with cross over high steer kit that has stock tie rod ends.

Every now and then when I doing some wheeling in the trails I get a little front end shimmy thru the steering wheel and it feels like I have some play in the steering. Once I get the truck back on the road there does not appear to be any play in the steering so maybe that is in my head.

So anyway my questions are:

1) How much torque do I need for the tie rod ends?
2) Is the shimmy "normal"?

Also the D60 was out of a 1 ton military truck, could new kingpins be in my future? Not looking forward to that....
