tire cut out

Whats up with the tire cut out in the stepside back fender, can you buy a peice to fill that in, just can't picture driving around with the tire hanging off the side of the truck, it looks like your drivin a farm truck, If its bone stock I can appreciate it, but not if your trying to customize it a bit, am I out to lunch here or does anyone else think that tire thing looks a little corny, I ask cause I got my eye on a stepside
