Stepside fender options.

Okay guys, so I'm working on my project and I built the rear end for it to lay all the way out, but I'm running a stepside bed and the rear will only be able to go down until the tire hits the top of the fender. In a Classic Trucks magazine a guy with a '56 Chevy made his stepside lay the bottom of the fender over 20's. It looks like he added a piece to the fender in the front to extend it down. Has anyone else on here done that or are there any other options to get my rear end closer to the ground without going to super small tires? Thanks guys.
