upper and lower control arm shafts

I have found the torque is 130 lower and 95 upper.

my question is my front nut seems to rotate with the arm up and down. The lower nut does not.
why? should I some how fix this?

I am not sure 100% on the proper procedure for installation but I tried to screw on both nuts an equal amount.
