Identify this rollbar!

I am wondering what this is from or who makes it. It is three pieces and bolts together. when bolted together the floor pads at the back don't really seam to fit flat on the floor. So I was thinking about welding it together. Then I thought even in a roll over it won't do anything since it isn't tied in and even if it is tied in to the frame and welded together. Ss the tube strong enough? or is this thing really just for looks.

this is the only picture I have of it.
