Bed Offset Washers

I'm ready to start drilling my bed wood but I'm not sure exactly how the offset washers are supposed to be positioned. I did a few searches and it looks like they are to be rotated until the the bolt aligns with the holes in the sills and frame brackets. Am I correct?

I guess they don't necessarily have to be all in the same position. In other words, the hole where the bolt goes through can wind up at any clock position, correct?
