67-68 Steering Wheel HELP

Just was wondering if the stock 67-68 steering wheel came w/ a spring inside the wheel underneath the metal cup thing.???

And the plastic ring on the inside of the cup that runs between each screw and acts as a "spacer" has snapped between 2 of the 3 screws.. does this affect the horn??

Reason why i'm asking is that i picked this wheel up at a swap meet for $5 and the horn cap was still attached to the wheel but was wobbling and loose...spring?

Also, any pics of the steering wheel took apart or the wheel w/ the cap off?

Srry for the poor use of terms!
