Kick Panel Vents

I have been trying to figure out what to do with my kick panels for the longest time and thought that yall would know!

I don't have pictures but I have a 71 GMC Stepside with was factory AC (not working) and the kick panel vents are completely open. There is not a panel to close it nor do I see holes as to where something was removed. So in the past winters I have had to stuff them with foam to keep from freezing to death!! My brother used to have a 72 Cheyenne Super that had the vents and levers that you pulled to open/close them.

What would I need to fix this? More foam?
