Frames swaps - Which VIN is used on 55-59

Since I bought a frame for my cab and bed, I had to get a VIN inspection in California, So I ended up with 2 different VINs, one on the CAB and one on the Frame. Took it to CHP and they used the VIN from the frame: Their reasoning was that it's best to use the VIN from the frame because it's harder to change that.

So my question is how are you guys that's using or making tube frames doing VIN on your trucks?
