What is this?

I've been hunting down wiring problems and have found this little gem. I've switched over to an externally regulated alt. When you do that conversion, you connect the white wire to brown wire. I ran the white wire to my alternator. This thing is on the brown wire, half way between the firewall connector and where it clipped into the external regulator. I am unable to get current to flow through it. Does it need to be here? Is this causing my headlight problems? Inside the cab, this wire goes in two directions: 1) to the ignition 2) to the gauge cluster connector. Can I remove this? Anyone?
