Wheel Cover Info

I bought a 68 Custom Camper 20 a couple of years ago for the AC parts. It was a rot box but I did save some stuff off of it. It had 16.5 wheels (those are the non-split rims right?) and a set of 4 full wheel covers with the blue bow tie that are 15" but fit inside the stainless trim rings so that they would fit the bigger wheel. Was this the stock set up for a truck with the larger wheels?
