Tie rod adjusting sleeve question

Hope this isn't to dumb of a question, but I'm not a front end expert by any means. I just replaced the tie rods on my 62 1/2 ton, but kept the stock adjusting sleeves (LOOKED FINE) and after adjusting the toe in, tightened up the nuts on the sleeves. The question is, should I still be able to turn the sleeve in or out. I can put my wrench on it, and turn it kind of easily - doesn't seem right, shouldn't the nuts on the sleeve keep it from turning on the rods?
