I still cant get auto meter gauges to stick to cluster

I bought a full set of auto meter sport comp gauges... I pretty much just have my outter gauge cluster and im trying to jb weld, epoxy the gauges to the back circles so they sit behind the cluster but nothing i find is sticking, any ideas??
Ive tried JB weld and Plastic Cement 3500psi strength.
The outer ring on the gauges lookr to be aluminum??? And the cluster is obviously some type of plastic.
