Steering Column Levers.

On the column where the rod to the transmission connects. Some columns have one lever for the rod. And some have another lever that doe's not move.
Why is that. Mine has two. I am looking for a tilt. And I don't want to get the wrong one. Maybe you can see what I mean in my pic. I have a 69. What year tilts will work? Thanks, Grady
