2000 z71 had a bad weekend

Went to shut my tailgate and the driver side hinge had rusted through and broke. I have never heard of this happen and want to know if its a common thing? Also my fog light bracket broke the same day from a post sticking out of the ground just far enough up to clip it

Also need to know where to find just the fog light bracket or if they only sell them as an assembly?

How much should i expect to pay for the tailgate hinge?
