seatbelt law q's and some parts q's..hmmm

ok so i live in mohave county,arizona.

my truck is a 1979 k10.
can i run all 3 lap belts instead of the 3 point shoulder belt?i understand shoulders safer etc,but this is my truck,right?just sayin=D
so is all 3 lap belts legal?

and,in a LOT of pics of trucks interior ive seen a plastic part that screws to your floor or velcro? but its a 2 cup holder,and noone answered me on where i can get one of them at?there cool!i dont want the ash tray one haha.

and another,which is a nooby question,but is the work of cutting up a dash n such worth it for a new radio?or should i just save and buy a new old stock dual knob type cassete radio with aux? would love for opinions on this one.

and on door panels,i gotta ask cause you never know what people think of,is there anyway you can re-condition these?mine are old and the tops like shedding plastic.and new ones are quite expensive.ha
