Truck will not start with the wheel up

Hey everyone! This is probably a fairly simple question. When I have my wheel tilted to the top two notches, the truck will not start. The Battery light and Oil lights come on (like it is about to start) and nothing. Won't crank or anything. Someone I know mentioned moving the ignition switch down so the rods hit it earlier or something, but I have no idea how the rods inside the column work. Could someone explain to me how it works, and how to correct this problem? Thanks
