need help double flaring a brake line

going by this, I cant seem to get anything done, my tool is loaned from autozone, so its probably junk already.. Anyhow its not doing anything and seems to be slipping? idk here are some pics i'll keep trying, is that the correct order (in pic) for 1st step, it doesn NOTHING.. thanks..
