I can not get the power steering pulley on the pump!

Hey guys I just got done ordering the march peformance pulleys and brackets and I can not get the aluminum power steering pulley on the tuff stuff saginaw pump. I tried using the provided bolt, washer and nut. I thread the bolt into the pump, put the pulley on, thread on the nut, and then when I try to tighten the nut the pulley will not go on.

The pump also turns so I tried holding the pulley while I tighten the nut and that does not work either.

Should I try boiling the pulley to heat it up so that it expands and then try to put it on? (it is aluminum with a clear powdercoat)

What do you guys think?
