Secondary throttle body linkage on 87 GMC 4x4?

There's the gas pedal linkage and then on the end a secondary linkage that is held on by a snap ring. This second linkage was disconnected and just laying on the side on the throttle body. When I push the linkage toward the firewall I makes some rush of air/vacuum noise. I assume this was disconnected on purpose because the snap ring was still on the linkage. What exactly is this for and should I reconnect this linkage.

Also, there's a little foil heat riser that goes from the top of the passenger side manifold to the bottom of the air cleaner. This was also not connected and just sitting on the inner fender well. Is this something I need to reconnect or can I leave it disconnected because it really serves no purpose?
