2 bed questions

1. Has anybody ever installed a universal-fit Valley in-bed tire carrier? I've got one, was lining everything up, and I notice the top of the vertical bar (not sure what to call it) is about a half-inch above the sill of the bed. My thought is, for a cleaner look, to chop off that half-inch, then put it behind the sill.

2. Also, before I linex the bed, I'm thinking of putting a couple anchor down points inside. I'm looking at something like this: :http://www.easternmarine.com/Heavy-D...-pack-10892-3/

But, my thinking is, would an eye bolt be just as good? How much weight can you put on one? I need 1000 lb capacity, at most.
