What is this?

On my 1971 Chevrolet C10 (V-8, auto, 2WD, LWB) I am redoing some of the wiring. Located on the passenger side fenderwell (just rearward of the battery) is a breaker assembly and a funky-looking fuse panel.

Does anyone know that they are for?

Although it has been since removed (by the previous owner), my truck was originally fit with air conditioning. Was this breaker and fuse panel combination for the A/C system? (If so, I can disconnect it from the battery power source as it is no longer needed??)
