Hood hinge issues

Why in the heck does the hood on this generation of trucks pop up 1" at the cowl after a fashion? ('73-80) Do the hood hinge springs work harden with use or something?

I have wondered about this, as my hinge mounting points are out of down adjustment and the hood just takes a lot of pressure to close, not to mention the number of these trucks that the hoods start folding in half gradually--------- will new hood springs correct this ?
