47 1/2 ton gas tank placement

I bought a 47 a couple weeks ago and it looks like the previous owner relocated the tank from under the bed to in back of the seat. This appears to be the reason the seat doesn't move back all the way. My question is should the tank be under the bed and if so where did the filler tube come out of? Any reason someone would do this? Safer there?
