Brake pedal issue

Ok, I have searched through here to try to find an answer to my problem, so now I will just ask. My front disc will not fully retract when I let off the brake pedal unless I use my foot to raise the pedal. I am wondering if this is just a brake pedal return spring issue or something more? A little about the set up. It is a 69 4x4 with a 76 k5 d44 front axle. I have changed the master, changed all hard and soft lines, removed a drum/drum distribution blocked and installed a new disc/drum proportining valve, has new rear drums and had the drums turned and new calipers up front, and a new master cylinder. I tested the booster and everything is working except for the pedal returning to release the front brakes. And example is as follows; place the truck on a slight incline, press the brake pedal, put the truck in nuetral, remove my foot from the pedal and the truck just sits, now I take my foot and lift the break pedal and the truck will start to roll. Any help? Thanks
