Fuel Value For Under Cab Fuel Filter

I have a fuel filter under my cab below my fear seat fuel tank. I am thinking of putting a value to shut off the fuel line while I am changing my filter.

1) Is this fuel filter normal?
2) What is a good way of doing this?

Currently it is a rubber tube on both sides of the filter with hose clamps to secure the tubes to the filter and the metal fuel lines.
