clutch pedal replacement question...

The truck I have originally was a manual shift setup. Previous owner cut off the clutch pedal a ways up. It appears that everything is there. On the motor side there is an arm with a coder pin hole.

My question is how hard is it to replace the clutch pedal? Would it be easier to replace the cut off clutch pedal or cut a new clutch pedal to fit and weld it back together?
