Unhappy my '84

Hey, yall, I'm new to this so bear with me. Anyway, I got this cool 84 gmc crew cab single axle and it originally came with a 454. Well the previous owner put a hopped up 350 and told me it needed a tune and carb adjustment. I did that and I can get it to run decent but the timing is probably off. I can probably get it in time later but another concern I have is that the original emissions stuff is all ripped out and was wondering if you would try get all the emission struff back on it or maybe upgrade to like a '95 motor and all the emissions stuff, wire harness, and computer. I know that from around 90-95 those engines seemed pretty uncomplicated. Well thanks any help or ideas would be greatly appreciated.
