The blocks shouldn't make a difference in mounting the bag brackets since they are only moving the axel, so out or in shouldn't be an issue. Just make sure the TAs are against the frame when the bag is fully compressed to make sure you are getting the most drop possible. After that, if you need more drop, the blocks will come into play.
