Need an honest answer

The guy who is rebuilding my 51 chevy frame seems to take a good time. Can anybody give be a good idea how long it should take in hours to:
1. layout/setup the frame
2. tag all parts to place
3. sandblast
4. finish welding
5. prime and paint frame
I used a picture from a website which is very close to what mine should be.

Any feedback will help me to see if he was right....
