'67 or '77?...keeping the '77 UPDATE.

OK, I need some logical opinions.
I have a 1967 CST C20 with a great running 350,body is in pretty good shape,th400,buddy buckets,power assist steering,power drum brakes,BUT it has $600 owed in back fees.
I also have my '77 Silverado C20,body too is in pretty good shape,no engine,th350,p/s,p/b,a/c stuff,registered non-op in my name,BUT needs to pass emissions test(not too bad for the year).
My question is should I pull the engine out of the '67 and get the '77 running and on the road, OR should I suck it up and pay the $600 in fees for the '67? Thanks for the infinite wisdom!
