Front drum woes

Well, the back wheel cylinders were easy enough to remove and rebuild with the two bolts behind the plate, but the front is another story. Is the one 1 1/8" bolt on the anchor pin the one thing holding the cylinder on? If so, the thing is locked on pretty good. I've tried a breaker bar, naval jelly, WD-40, and an impact wrench, and nothing is budging. Anyone got any experience with this?
