Headlight switch?

My dash lights are not working every time on my 71 DD truck. There is not power at the fuse when they are not working, but if I jump power over to that fuse the light come on even with the light switch off. So that tells me that the fuse is after the switch so if switch is not putting power to the fuse then dash lights are not going to work. Has anyone had this happen? Headlight switches are cheap enough just dont want to waste money if thats not it. The wiring in this truck has not been hacked at all and was a major selling point when i bought it.
