many shims in UCA ?

well, i have probably an inch or more worth of shims on the UCA on both sides. just looking for a reason why previous owner would do this. yes it is lowered, i know for sure there is an aftermarket coil in there, do you think that the coils are cut and stock spindle to retain better alignment?
