Complete. the needles inside were slightly bent (I straightened them).
I swaped parts between this and my 1406 (same thing but electric choke) I thought I had a problem but it did the same thing. $95 shipped to lower 48 states It should be fine to install and run as is, may be good idea for a rebuild and to make sure the needle things are perfectly straight. I can post more pictures if needed.. Paypal is best
