That strip is chrome over tin and will rust--sometimes if bad you can use wire wheel, steelwool, etc. to get the heavy rust off--then polish and use a power buffer to get a high luster--then clear coat it several times. As I recall, the strip is the same for both versions of the console.
When stripping the console, I used aircraft stripper and a plastic putty knife to get the loose paint off. Biggest issue is the tendancy for the upper half to crack in the back corners---come from someones butt resting on the console!heheheheh
