Horn doesn't work, do I need to pull steering wheel?

Hi guys,


The steering wheel in the picture below was put on by the previous owner. The horn hasn't worked since then, I'm thinking he forgot to connect something. When I put power to the horns inside the engine bay, they work. So somethings wrong with the steering wheel part. Do I need to remove the steering wheel, in order to work on the horn?
If not, could you please tell me how to remove just the area I need to work on for the horn? Can I pop off that center piece and the horn contacts will be exposed? If I do need to remove the steering wheel, use a steering wheel puller correct? Are there screw/bolts I need to loosen/remove first before pulling the steering wheel?
